5. Operational Strategies

The Programme will carry out different operational strategies to help reduce poverty of rural and urban poor as stated in the 10th Five Year Plan to achieve Millennium Development Goal:

  • Support the local authorities for adopting “Urban Based Local Development” programme approach that strengthen the local economies by making optimum use of the development opportunities obtainable through strong rural-urban social and economic linkages.
  • Develop the institutional mechanisms based on social mobilization process for supporting rural and urban economic development initiatives.
  • Improve management capabilities of municipalities and Tole/Lane Organizations (TLOs) to adopt Participatory Municipality Development Planning (PMDP) and implementation processes.
  • Develop information systems in urban and Rural Market Centres (RMC) for improving public service delivery and economic linkages.
  • Use of ICT in strengthening good urban governance and poverty reduction.
  • Develop participatory monitoring and evaluation system.
  • Facilitate community based linkage economic enterprises and assist the established enterprises by enhancing their capacities and productivity.
  • Progressively deal with the reduction of social exclusion based on gender, ethnicity, dalit origin and indigenous groups.
  • Create enabling environment for the socio-economic development of women, ethnic minorities, lower & occupational castes, dalit and indigenous groups.
  • Develop marketing system to meet the demand of agricultural products and services in rural and urban areas.
  • Promote Public Private Partnership in the provision of urban services.
  • Enhance the capabilities of the municipal authorities, staff and TLOs for good urban governance.
  • Institutionalise Human Resource Development Centres (HRDC) for the capacity building of local governments and carry out different HRD related activities as per the demand.
  • Institutionalise Urban Information Centre (UIC) as a one-stop data bank providing Information access to the community.
  • Mobilise universities and educational institutions for the Programme related research/impact study works.
  • Mitigate HIV/AIDS problems through social mobilization, training, advocacy, awareness, economic empowerment and streamline them into municipal planning.
  • Provide assistance to Internally Displaced People (IDPs) for livelihood improvement through social mobilization process.
  • Establish Municipal Partnership Development Fund (MPDF) for the sustenance of the Programme activities.
6. Support Provisions

The Programme advocates demand driven and self-sustenance approach to the provision of support. Supports from the Programme are provided to the socio-economic development initiatives of the TLOs on cost sharing basis, which are directed towards reducing poverty and enhancing good governance. The supports are:

  • Use of ICT in strengthening good urban governance and poverty reduction.
  • Credit assistance to support initiatives taken to run linkage enterprises that have characteristics of “privatisable benefit”.
  • Seed Grants for initiatives that are more communal in nature, are not commercial, and that benefit to all TLO members.
  • Training to members of the participating socio-economic enterprises for undertaking managerial, business and professional activities.
  • Technology required by participating socio-economic enterprises.
7. Programme Co-ordination

The Programme has put high priority to a coordinated and consultative approach in order to garner supports for its effective implementation. For this, it has formulated various consultative forums:

  • Management Committee of MPDF: The Management Committee of Municipal Partnership Development Fund (MPDF) is comprised of representatives from different stakeholders, local authorities, community, leading commercial banks, NGOs, local CCI chapters, etc. Management Committee is formed for the effective planning and implementation of Programme activities in the field and smooth operation and management of MPDF with the objective of securing the sustainable livelihoods of rural and urban poor for socio-economic development, good governance and poverty reduction through social mobilization process.
  • Rural Urban Linkage Network (RUNET): RUNET is comprised of Mayors from the partner municipalities. RUNET shares the experience of Programme implementation in their respective municipalities and provides suggestions and guidelines to the Programme for further improvements.
  • Local Initiative Forum (LIF): LIF is comprised of representatives from other UNDP Programmes and Development Agencies in the area. LIF coordinates among the various development works being carried out in the municipality.
8. Target Beneficiaries

The primary beneficiaries of the Programme are dalits, indigenous groups, other disadvantaged groups and the poor populace of the municipalities and RMCs. The Programme will implement its activities in TLOs, partner municipalities, respective VDCs where RMCs are delineated and with the private sectors.

In the central level, the Programme will provide feedback in preparation of rural-urban linkages and urban development policies to the Ministry of Local Development (MLD), National Planning Commission (NPC), and Ministry of Physical Planning and Works (MPPW).
