A. Central level
The Steering Committee (SC), the Coordination Committee (CC) and the Programme Management Committee (PMC) are formed in the central level to provide instructions and policy guidelines to the Programme Management Unit (PMU) for the effective implementation of Programme activities.

B. Local Level
The Programme facilitates in implementing the activities by the local level agencies as per the agreed “Memorandum of Understanding” with the respective Municipalities/VDCs. Municipal Partnership Development Fund (MPDF) is formed in each partner Municipality to support the Programme implementation. A Management Committee is constituted by the Municipality to provide policy guidelines and co-ordinate the Programme activities. Implementation Management Committee (IMC) is also formed for the effective management and smooth operation of Programme activities.

C. Community Level:
The community of municipality and RMCs are formed into Tole/Lane Organizations (TLO), a grass root level institution through social mobilization process. TLOs implement socio-economic development activities and help support municipalities and VDCs in participatory municipal and village development planning. The municipality provides required trainings and technologies to the community for long lasting of their development activities.

The Phase III of the programme starts from January 2004 and ends in December 2007.
| 11. Programme Implementation Areas |
|
The working area of the Programme in Phase III is mainly in Far Western, Mid Western and Eastern Development Region of Nepal. The Programme selected 8 new municipalities (Ilam, Damak, Khandbari, Gulariya, Dipayal Silgadhi, Dhangadhi, Tikapur and Mahendranagar) and 26 new RMCs. Apart from these, the Programme will continue technical supports on demand basis in existing 12 partner municipalities (Dhankuta, Biratnagar, Hetauda, Bharatpur, Byas, Pokhara, Tansen, Butwal, Tribhuwannagar, Tulsipur, Nepalgunj and Birendranagar) and their 33 adjoining RMCs and 5 replicating municipalities (Itahari, Inaruwa, Lekhnath, Ratnanagar and Prithvinarayan).
