The second meeting of the Steering Committee (SC) of Rural Urban Partnership Programme (RUPP) was held on March 2, 2005, at the Office of the Secretary of Ministry of Local Development, Shree Mahal Pulchowk. Proceeding of the meeting
1. Chairing of the Meeting
Mr. Balakrishna Prasai, Secretary, MLD in his capacity of the chair of the Steering Committee (SC) of Rural Urban Partnership Programme (RUPP) chaired the meeting. Expressing a warn welcome remark, Mr. Prasai thanked all the participants for their active inputs provided during the implementation of the Programme and he also expressed a hope all the participants, as in the past, would continue their supports to the Programme in every possible way.
2. Presentation by National Programme Director (NPD)
After his brief welcome speech, Chair, Mr. Prasai, requested Mr. Naryan B. Thapa, NPD to make a presentation on status and achievements of the Programme. Briefing the participants on the status and achievements of the Programme, Mr. Naryan B. Thapa, National Programme Director, RUPP, presented achievements and issues of the entire Programme highlighting its success on poverty reduction, Information Communication and Technology, Internally Displaced Persons and other various issues.
3. Discussion
Opening the discussion session of the meeting, Mr. Balkrhishna Prasai, chairing the Meeting, said that the Programme performance has been impressive in poverty reduction. He stressed that the Programme achievements - especially of poverty reduction- should be linked to National Planning Commission. Highlighting the success of meeting, Mr. Prasain also stressed the need to expedite the replication of the Programme to other municipalities. Adding further on the issue of needs of replication, Mr. Bidur Mainali, Secretary General of MuAN, expressed that considering the achievements of the Programme especially on the issues of good governance and poverty reduction, RUPP must be expanded to other municipalities. Continuing further on the agenda of expansion of the Programme, Mr. Prasai put his suggestion of assessing the resources needed to replicate the Programme in other municipalities and to explore the possibilities of managing resources for the replication of the Programme in other municipalities. Sharing his thoughts over the issue of resources management for the expansion of the Programme to other municipalities, Mr. Dinesh K. Thapaliya, Under Secretary, said that the Reserve Fund of Ministry could be link to Municipal Partnership Development Funds to meet the resource requirements for the replication of the Programme.
Mr. Ishwor B. Bishwakarma, Member of National Dalit Commission, emphasized the need to reach the poorest of the poor groups of Dalit. Mr. Ramesh Adhikari, NPM speaking in the issue of Disadvanated Group (DAG), informed the meeting the Programme has been adopting the strategy of working in coordination with National Dalit Commission and National Foundation for Development of Indigenous Nationalities.
Citing the example of shortage of resources in the Municipal Partnership Development Fund of Byas Municipality, Mr. Narayan B. Thapa, National Programme Director pointed out the need to link the Municipal Partnership Development Funds to financing or donor institutions. Mr. Govinda Dev Pandey, Executive of FNCCI, said that if the Programme convinces private sectors about its high rate of return especially in credit investment, then the private sectors should have no hesitation to invest on the Municipal Partnership Development Funds.
4. Decision of the meeting:
The meeting unanimously made the following decisions:
- The meeting decided to expedite the replication of the Programme to other municipalities and also explore the possibilities of resources for the replication.
- The meeting assigned the Programme Management Unit, to develop the criteria for the selection of TLO's representative in Steering Committee and put it before the Chair of Steering Committee; Secretary, Ministry of Local Development, for his/her final endorsement.
- The meeting, reflecting on the overall situation of Narayan Municipality, withdrawing the decision to launch the Programme activities on Narayan Municipality, made by the last Steering Committee meeting decided to stop the Programme activities in Narayan Municipality.
5. Concluding Remarks Giving his concluding Chair, Mr. Prasai thanked all the participants for their active inputs in the meeting. Mr. Prasai also expressed that the Programme would continue to make remarkable achievements in future also.
